I ran some tests fighting enemies in Pinwheel Funhouse with and without the Quickstart: Party chip. Here is what I found.
It took 2 seconds on average for enemies to attack the player without the chip.
It took 8 seconds on average for enemies to attack the player with the chip.
So it basically gives you an extra 6 seconds to attack the enemy before the battle goes back to normal.

The highest level is actually 10,000. You can't get to it legitimately though. It would take 633.86 YEARS to get to level 10,000.
