GTAIV (RAGE), Source and UDK are some of the engines we're looking at. The problem with RAGE is that the tools are not really there yet. Hopefully with Red Dead Redemption (rumor but it's looking likely) and Max Payne 3 both coming to the PC and using RAGE, maybe we'll see some activity.

It's still very much alive. We don't do regular updates to the ModDB page. We post regular updates at our GTAForums topic. Gtaforums.com
Once the mod nears launch, things like ModDB will be updated more often.

The mod is still in active development. The computer of one of our developers recently broke down, so progress has slowed down a bit. Currently, the team is focused on the city. Once the city is done, the team will start to fully focus on the story, music, etc, some of which is already half way done.
