I'm not sure if was meant to be a parody either, but everything about it is pretty poorly done. The design looks like it's meant as a ripoff of The Stanley Parable, there are lifted textures from HL2, and the humor just screams "HEY, LOOK AT US, WE'RE META!". And it doesn't work.
It's only 130 MB, so it might not hurt to try it.
