RPG maker VX ace is, in my opinion, the best rpg creator tool out there.
It's simple enough for a hobbyist with no programming knowledge to tweak around and make a game of their design using the built-in RTP (which is high quality stuff).
What's more, it can be a powerful game creation tool, in the hand of talented game developers; with some efforts, this engine could help them produce stunningly pretty 2D rpg with desirable commercial quality.
And the price is reasonable as well as the community is very supportive. There are also many additional resource packs on sales, to make the game to match your taste.
This engine is simply the best tool for RPG creation!
