when you are about lvl 8-9 you'll get the option to reset skill points after a certain mission.

I seemed to have the same problem, but when you press the steam.bat it prompts you in steam to start chaos risng, it might want you to press it manually.
After doing this it starts as he said, but for me the intro video still plays.
