He's just using garry's mod to show off his skins, he's not using it for the actual gameplay :P

This mod was a college project, it's over, done, etc. The creators got their grades and have moved on to other, bigger projects. If the semester were longer, I'm sure they would have added another level or two, but it wasn't so voila; one of the most professional HL2 SP mods to date :)
