Sorry if it sounds like I'm pulling **** out of my ***, but I'm pretty sure kids have to wait until they're 18 to join the military.
They still get given military training, meaning they are recruited in to the army while they're vulnerable to manipulation. This ensures their loyalty to the state in any war situation. They're just pulled to the fight when adults.
Ah, I get it now. They're getting away with it because they don't officially join yet.
Also on our televisions there are tons of commercials for joining the military, bringing propaganda to everyone.
