Yap guys, the mod is dead, it is official now.

We are all sorry, but things are much more complicated then we've thought.
The question why it died is answered by the article of Wrayth about Nightfall, we've had quite similar problems.

Well, you will fight against rebels (which are trying to disrupt the Combine's dominion in City 17).

The game is not available yet.

We've made in the last time a break from development, that's why you havent heard much from us. We continue now the work though!

Both npcs play only an animation from the hl2 content!

If you dont believe me, open your HL2 Model Viewer and search for this secquence for metropolice and citizen : "arrestpunch"
Then you will see ;)
