To use parallax occlusion mapping without using other mods can I put the the "parallax occlusion mapping" folder into the base folder too?

OS: Win7 64bit
RAM:8GB
CPU: i7-2700k(stock clocks)
GPU:NVidia gtx 670(2GB)
Turning on all the eye candy to max I can achieve 90fps during the benchmark, but during game play I get around 15-30. Also the benchmark looks very different to actual game play, with gameplay looking very much blurred.
Also during gameplay theres some weird artifacting going on.
