I have found a few things that are worth looking into. First off, the United Baltic duchy. It was a proposed state after the Russians withdrew from the Baltic states of Latvia and Estonia at the end of world war 1, the state has never truly existed, it was under direct German control before the conclusion of the war. There was a Baltic administration, but it was more or less just Russian "nobility" or regional Generals looking over Baltic affairs, it was a part of Russia, but it had some autonomy, maybe remove the United Baltic provinces, but Remove Russian cores?
Second issue, Portugal starts with allowed slavery, slavery was abolished in Portugal in 1761.
Third and final issue for now, the Romanian pops in Silistre (#818). The Romanians moved in to settle the province when the treaty of Bucharest was concluded with Bulgaria in 1913 and the province passed over from Bulgarian and into Romanian hands, before that the Province consisted of 3/5 Bulgarians and 2/5 Turks. Also, the Romanians should not have a Core on Silistria, they never considered it a part of their country or domain, since Romanians never lived there, the city of Silistria (Not the entire province). The city was offered to the Romanians in the 1913 London Conference, as a reward to the Romanians for their assistance in the Balkan wars, to balance the powers in the Balkans, because Bulgaria got a lot of Land at Ottoman expense, and the Great powers were afraid Bulgaria would dominate the region. The Bulgarians did not agree to the treaty, and refused to cede the city accordingly. When the Bulgarians lost the second Balkan war, the Romanians annexed the entirety of the province. Simple Solution to this, remove the Romanian core in Silistria and the Romanian pop. Maybe give them an event/decision to Settle Romanians into the province after Romania has gained it. As for how Romania gets the even/decision to seize Silistria, is up to you.
