i'm trying to get the legendary gems and im at the bit with the horn of stars, the pop up thing tells me to go to camp, but when i walk around camp i can't find anything and there's no special option in the camp menu

they're like throwing weapons so like chidori you would just throw if ygm

Are you still working on this? Also when you create your character and you choose not to skip the cut scene stuff and you have to join the army do you ever get to leave? i've never sticked around long enough i just created a new character and chose the other option
