Hi, there is zip file in the "files" section of this mod Moddb.com or do you mean something else? You just unpack it in game's directory where exe and data files reside, run the "patcher" and you are good to go. Patch was not tested or developed with Linux in mind though. Does GOG version of Earth 2140 work on Linux?
