I did get it to work today finally! Be sure you're installing Warlords in the HW2 Classic directory instead of the HW Remastered one. Also, when you play skirmishes, play on the Warlords maps and not the standard HW ones provided. Those things helped me quite a bit.

Looks like Gearbox is saying that old HW mods will work with their classic HW2 mode. I am DLing Warlords and testing now!
