1) The mod is currently in development, so there is no public version available at this time.
2) Don't worry, it will be using a launcher and installer so there will not be any funny procedures for you to do like there was with MooRules.
3) I have always wanted to resize the infantry, so we'll see where that takes us. :)
4) Plenty of unique unit voices. :)
In fact this mod does represent my less-serious side! It was the good times when I just randomly stuck all the ideas that came into my head into a mod but making sure it was a good quality one.
My new mod, YR: Squared is a mod where I being much more serious about in the design phase.
