That is reasonable, but you can still have mods already loaded.

He added in SteamPipe because it was more easier to put in content from online sources.

The NPCs won't talk because the mod has all sorts of animations and a bunch of missed stuff not ported from the regular hl2 files to the mod's folder. I tried to copy the contents inside the Hl2 folder to the directory of the mod and added in the patches inside the mod's folder. Try that, I don't know if it will work.
