Having this same issue, I am also using the Arsenal Overhaul addon, but I didn't have to replace any files.

This is a pretty typical thing with chrome. If you are using chrome i would recommend using a download manager as chrome severely limits the download speed. I am getting about 1.7 MB/s in a download manager.
