If someone had problem with getting EF 3.2, use steam console( turn it on by using windows run with command : Open then in steam console try this command: download_depot 317600 317601 4291220862089658199 (for me it downloaded version 3.2) after download steam console should tell you where the files are placed( for me it was Steam\steamapps\content\app_317600 in folder depot_317601.
