In it's current state, and with the odd gameplay decisions by the developers, Rome II is the worst Total War to date. It's been simplified down to arcade level strategy, and the "40%" extra budget along with the claims of improved AI leave a bitter taste.
Avoid this game for now, and check back in a few months when modders have taken the reigns.
