Thank you for the feedback. I looked up an online tutorial video on how to install the mod and found out that after changing the name of PERCEPTUALEQUATIONS in the folder for FOC and not the mod itself you have to use the "manual rename and play batch file." Which now all of a sudden works so... I'm good to go!

Edit: So I found out that I was looking at the XML folder in the mod itself, which I think is wrong, and so I changed the PERCEPTUALEQUATIONS-AotR2.50 file in the actual DATA folder of Forces of Corruption, started the game with the batch file, and yet the AI still is passive and does not do anything in Skirmish mode.

I've tried using both batch files provided to "activate the AI" and so far none of them have done anything, as the AI does absolutely nothing in game and just sits there. The message I receive when using the Autorename batch file is
"C:\Program Files (x86)\LucasArts\Star Wars Empire at War Forces of Corruption>RENAME Data\XML\AI\PERCEPTUALEQUATIONS PERCEPTUALEQUATIONS_original
The system cannot find the file specified.

C:\Program Files (x86)\Lucas Arts\Star Wars Empire at War Forces of Corruption>RENAME Data\XML\AI\PERCEPTUALEQUATIONS-AotR2.50 PERCEPTUALEQUATIONS
Access is denied."
I used the installer without changing any options, though it would be difficult since its in German anyways. I do have some mods in the same mods folder that it installs into, could this be an issue? I really like this mod and would love to actually play it.
PS: I took advice from a previous comment about changing the name of the file from "PERCEPTUALEQUATIONS-AotR2.50" to just "PERCEPTUALEQUATIONS," but the file that I have is already renamed to "PERCEPTUALEQUATIONS"
