Guys! the game is finished. I've already downloaded and played it. The link also exist after I've searched for a long time... The problem with the game is that it has super expensive buildings and tanks, the soldiers are very small, and there are no superweapons... I'll enjoy it as much as possible :)
Found it!!!!!!! after a long search!! Well, this mod is good, but there are advantages and disadvantages, I'll try to enjoy it as much as possible.....

Hello my Lebanese brother. I am a C&C Generals modder, and I could tell you what tools we use.
1. For programming code: any text editor, like notepad
2. For 3d design, 3DS Max 7 with Westwood plugins
3. For textures: Adobe Photoshop with DDS plugin
4. For scripts (names etc.): a program called "csfeditor"
5. For music/sounds: any audio editor, like McfunSoft
6. To extract BIG files, use XXC Universal container reader
