Since this is a continuation of the original TEI pack, you could create a unit pack with the Police forces (As seen in pictures, comics and Halo 3: ODST) It would show how civil wars would have looked like before the Covenant came along.
It would be a good addition since there's images of how they looked during the Rising of the Covenant. Halo.wikia.com
