Just so you know, the tweaked files are for 9 hour respawn. So you may want to copy the 9 hour files into your directory first, then overwrite with my files.
If you want to run a different respawn rate- ie: 3 hour/6 hour) you will have to edit the "respawn_idle" in my files to match whichever version you are using.
I tested out your tweaks and I must say, it went pretty well! My reports are I went to each of the locations that many reported was crashing, other than the moderate to severe lag spikes, the game did not crash at all. So my suggestions are to get Neko's permission to upload the fixed files. Other than that good job!

After a while the spawns will grow and interact with each other, that is where the problems start.
I have redone Army warehouses, this time with a very heavy hand. This should also make the lag issue even better. It will take a while for spawns to be affected by this. If you want to see immediate results, I recommend starting a new game.
It will take some time for us to find out if this has made any difference. Let me know how it goes.
PS. I did nothing too crazy. I only reduced spawns by roughly 20-40% in these cells. Though as I eluded to in my post on the mod page, further cells might need tweaking in order to free more engine resources.
