This bug only happens to some people, not everyone. Try using the version of the game from biorand.net to see if that fixes it.
Please post bug reports via GitHub and include a (debug) saved game just before the crash occurs, if you can reproduce it. Thanks.

The amount of information that can be embedded in the seed is finite which gets longer and longer as I add more features. For that reason, this level of customisation would waste too many digits/QR pixels in the seed which could be used for other things.
I recommend downloading a clean install of RE. Try Biorand.net

Yes, the Japanese UI text is a known issue. Glad you fixed your problem. biorand.net has a version of RE that is known to work.
Yes, those options mean something different.
Safe key placement ensures keys items are segmented.
Alt. routes just allows more variation in the key randomization.
There isn't a toggle, but they will not be important items so it is safe to ignore them if you wish to do so.
This sourcenext port of RE 2 does not have any support for cutscene skipping. Large amount of work and modding is required to add that, including implementing extra room script for each room with a cutscene.
Biorand could potentially remove the cutscenes altogether though.
The HQ sound pack changes some of the room files, but as far as I know it doesn't cause any issues. If you do not have that installed, then maybe you have a slightly different version of the game to what biorand is catered for.
RE 1 and RE 3 are not required if you do not use music or NPCs from them.

There might be random new rooms, but very limited, so key items cannot be shared across the games.
Enemy textures maybe, but no lickers in RE 1 or RE 3 etc.

Multiple enemy types in the same room is very unstable.

Can you please paste the whole seed, some of it is missing.
The folder names can be: basement, calm, creepy, countdown, danger, results, safe.
basement is reserved for RE 1 and RE 2 basement.
calm replaces any music that sounded calm (e.g. STARS cutsccene).
creepy is general music for any room
countdown plays at the end of RE 1 and RE 2 when you are heading for the exit
danger plays whenever you have an enemy cutscene
results plays for screen that shows your rank
safe plays for save rooms
Choose random for the weapons and right click enemies and choose random.
That isn't how the slider works, check out the tooltip for it. It is about whether enemies are initially agressive, and soon it will affect how hard enemies you get in a room.

All seeds you generated are saved in %APPDATA%\biorand\generation.log
That is how the original game works for Claire A.
