Thank you for letting me know! updated description appropriately. At least at this time - I would suggest sticking with legacy to ensure encountering 0 issues.
It would technically work with 3.1 if the author uses the same textures; the changes of 3.1 of overall reducing the size of the effects would not take change so it is a bit redundant to use the new Hollywood.
To further explain why, the particles.xr file contains an effects changes/settings such as size, speed, etc. It also calls for specific textures and the path to reach them (located in a mods texture folder) to show up in game. If the paths or textures change then a black box effect will take its place because particles.xr couldn't find them.
As for 3.1 including CVFX, I haven't checked 3.1's folder pathing/naming but it should ignore the textures for hollywoods CVFX so you would still need to follow 3.5 CVFX installation to use both because BOTZ particles doesn't call for them but you could also just delete them in the event that they did.
Understanding this can help a lot for troubleshooting anything that touches the particles.xr, hope I was able to explain it well enough!
