Oh, I know that. I generated a whole new whole world and new saves MULTIPLE times. Still can't get it to work, I can't spawn Zombie pawns either, I can spawn Zombie Leather & Meat though.

Not sure why, I wasn't getting any Zombie Raids so I decided to try and spawn one manually just to make sure it was working and turns out it wasn't. I got this Error, not sure what the problem is.
