This looks like it could be a great mod, best of luck with the creation. (Note: I saw a mod like this for ES3: Marrowind)
They where contacted by the official owners of the Tolkien Estates, who informed them that they can not use any of the copyright content of Middle-Earth for and Electronic Media Production, profit-making or non-profit.
Sadly you may suffer similar deterrents while making your mod public...
