If you are not using the steam version, the installation depends on the location, where you bought the CD. Its the same as the steam version for all non German speaking countries. In Germany you need to creat the "Mods" folder inside the Run folder that does only exist in the German game version.'

Btw I am not droping by at Moddb often, so you may get quicker answers here: Steamcommunity.com

Universal Mod 17/18 is a multiplayer mod for Blitzkrieg 2 - Fall of the Reich.

After downloading the file go to the place where the game is installed. If you are using the steam version the files of the game are located here:
[C:\Program Files]\Steam\SteamApps\common\Blitzkrieg 2 Anthology\Blitzkrieg 2 - Fall of the Reich

In this folder you need to create a new folder. Give it the name "Mods" (without quotation marks)
The result should look like this:
Dropbox.com (Great thanks to Hetzer for the picture)

Copy the file you downloaded earlier INTO this new folder and extract it there.
(If you can't extract it, you probably need to install a file archiver like Win.rar.)

After this start the game and try to load the Mod via the Mod tab in the main menu. If Universal Mod 17/18 occurs in the list the installation was concluded successfully.

Thats true in terms of international affairs. But still who would have taken up arms in order to defend the Czechoslovakian state. Probably not the Slovaks, who desired their own state instead.
The most probable scenario is that all ethnic minotities just would have turned away like in Yugoslavia, where Croats, Bosnians and Macedonians ignored the mobilization orders or surrendered at first occasion.

But you are right. I changed it, because this is just my biased point of view.

Yeah thats right. Several british and russian units have Russian names. They are from the first step in mod development (Universal Mod-11). However the fast majority actually has German names (staff composition changed since UM-16).
We plan to implement language patches later on, because there are still many changes in pathing during the ongoing project.
