it's a good mod but I only want the in-game map & the walking mod, how can i get those mods without using the whole GTA III 2 IV?

I'm having trouble trying to run the game
The problem is that I put 'The Citizen 2' File in C:\Program Files (x86)\Steam\SteamApps\sourcemods\The Citizen 2
but the game wont show up in steam, am i doing something wrong?

It still wont show up on steam, what's the problem?
