I haven't been able to find anything called "extractor tool", but in a thread about getting started with Tools, scripting and modding for X4, they mentioned that the Catalog tool from X Rebirth works with X4. If that is the tool you need, then I can put it on google drive for you.

Is there a change 1.36 will be uploaded here ? Because for some reason MBRepository is really slow. I download with about 25kb/sec there and about 2-4gb/sec here on moddb :3
