i got that idea right after i posted here, waited for an emission and still nothing

i slept in Skadovsk for 24h and 2 emissions happened during sleep time and nothing changed.
interestingly in the save i had on my first playthrough where owl and medic functioned as usual after i encountered it on the 2nd save i came back to the first one and they decided to go to the lower deck as well
any other ideas ?

recently i came across a bug in Zaton
the Owl trader and the medic in Skadowsk don't sell anything and they're sitting near the table in font of Beard .
does anyone knows how to fix this
i tried numerous things to fix this and nothing works for me

it's 7 in game days for mercs and 5 for military

does somebody know how to increase the amout of stalkers that are in the zone ?
i remember you could do it in CoC but here in options you can only decrease the number
