I think you cannot.

The car names are in the text_default.sds file, try to not copy that into the original folder. If I didn't change anything else in that file (I can't remember, it was a long time ago) it will keep the game car names.

The Ascot Baley is an Austin-Healey 100, the Walter Hot Rod is a Walter Coupe.
I think all two cars are in the base Mafia 2 game so you can find it.

Sorry but I don't know. I use the official modding tool, I can edit the units (cost, HP, damage, range, name etc.) but that's all. :(

You are right, there is an Israeli PT-71 too, but not to be confused with that.
The soviet PT-71 was the only ATGM variant of the soviet PT-76, but it didn't reach operational stage, and the name is not official.
