1.Target hackable (such as Civilian Array) to send its Quadrotor to hack (Range: 20 cells).
2.Target capturable building to capture the building by itself.
3.Force fire at location to send its Quadrotor to recon (Range: 20 cells). Can detect cloaked.

I don't think we need to follow the rule of OpenRA. OpenRA-TD and OpenRA-RA is an old-game-remake and cannot change its story line. TA will have it own story line.

Yes, it is a way of mass infantry when you don't need more aircraft. However, these are shortages of helipad producing infantry squad:
1. The members of a certain squad cannot be defined by players.
2. The squad production takes 50% more time than barrack training, for balance.
