I retired from the ModDB staff a while ago so I wouldn't be the right person to ask. Unless the policy has changed, however, you do need a website. You can easily set up a free website at a number of web domains, including www.freewebs.com,, and www.geocities.com.. I prefer the latter, but the former is arguably easier to use.
By having a website you are indicating that you are serious about your modification; without one, the ModDB staff will likely conclude that it isn't a serious mod, and not one that they should bother including in the database.
