Yep it looked to be load order. If I load it before TerminatorEN.esp then the pipboy appears ok. If I load it after then it disappears.
This is the mod www.nexusmods.com/fallout4/mods/17585/ . I'm unsure what the conflict could be.

Using this mod makes my pipboy invisible on my arm and I'm unable to view it.
