How do you make beams like that? Like ones that are able to travel through portals.

I extracted it using GCFScape, Turned it into a PNG with VTF edit and then edited it with Paint.net, turned it Back into a VTF and copied the VMT for the core texture, put it into the materials folder and viola, a custom reskin.
