Well. Vietnam in AOE 2 is very nice but I think VN in the 18th century will be better than it in the 15th century

The Temple of Literature may exp income
Hue Citadel gives units when built and increase the power of some units maybe
Imperial Citadel makes the villagers gather food faster, gives villagers when completed
Independence Palace makes guerrilas spawn faster
Thien Mu Pagoda like a big monastery I think

well, their economy rely on agriculture and they're very good at defence (they defeated Chinese, French and the USA) so you can add some more bonuses base on that.

I hope that you can add Vietnam to the mod. I may suggest:
