What do you mean can't build?
Have you built all the required buildings? and try do play it with AI see if they able to build it.

build the nuclear bunker and hide inside.
in 1.3, full damage receive even if it's destroy by enemy :D

I have this problem with 1.21.

When i play a game , i saved it, exit game
Start the game, load it , it shows error loading.
Did some googling it refers to module tag clashes.

Have you fixed it already?

I've done clean install of everything (general, Zero Hour, v1.04, DF1.21)
