it doesn't work because the X-Ray Engine was made back in 2001 and even the new v1.6 on github doesn't implement Dx10 to any real extent like a modern game written for it could, Alundaio mentioned that CoC looks more impressive on Dx9 but runs faster on DX10 because some of the features are missing so less processing.

CoC 1.4.19 tested on Windows 8.1 x64 + DX9 OK

not sure exactly why the game locks up with a small window but as its based on reshade which is known not to work with 8.1 + DX11
If theres a workaround to get DX11 working I'd like to try testing it again.
