OOh well, just exploring the map, you will find other villages and as soon as you approach to their chiefs, they will tell you what to do. A new scenario objective should appear as well

Ok, thank you for noticing, I will check this out as soon as possible and fix it.

Ok, I just checked it. The only issues I foud were actually the impossibility of upgrading the heavy cavalry, and I noticed that other European Civs besides Dutch and Padanians could build banks. Mercenary cards worked fine though, I successfully shipped landsknechts and Jaegers from the home city. Consider that mercenaries always occupy more population than normal, and Germans get free Uhlans with most of their HC shipments, so maybe that's the reason you hadn't enough pop space. I will upload a file called techtreey.xml, just copy it in your game folder/data, and these issues will be solved

I eventually understood the problem. When you advance to age V, you actually dont't. Once the upgrade is researched, you are still in the industrial age, hence you will still see the age V button, but there are no more politicians because you already selected the last one available. I'm uploading very soon a patch that fixes this bug, some other ones, and the Swedish civilization.

Ok, so I'm seeing that in the first of the two folders you uploaded, it works fine, and when you want to upgrade to age V you actually have just one politician (the Warrior) available. In the second folder, I see there are no politicians... Can you explain me if they are two different games and what's the difference between them?

Ok I just tested it and it works fine. For colonial age you have 4 choices, then 3, 2, and finally just one for imperial age. Is it completely blank or do you see a picture of a politician without any description? What are the previous politicians? Chief, shaman, wise woman etc?

With the Zulus, when you want to upgrade to imperial age you should have just one politician available. Can you explain me what does exactly happen or send me a screenshot?

I did, but it works only in skirmish mode, not in scenarios.

You have to check that the directory where the homecity files should be installed is the same on your computer. For example I had an issue created by a firewall called COMODO. It created a new folder called "VTRoot", and inside it there was another My documents/my games/Age of empire 3 folder, and I doscovered that the game was actually using that one.
The patch not working is most probably a Windows 10 issue. did you try open it with admin rights?

The Padanians are one of the European Civilizations. They represent the independent lorddoms and republics that existed in northern italy or Padania. They have powerful infantry units, the Green Shirts (skirmishers) and the Padanian Warriors, (melee infantry). The Padanian gather food from mills faster than other civilizations, and have a higher ship build limit. They also have a unique unit called Architect. Similar to the Dutch envoy, it can be used for exploring, but it also generate experience points throughout the time, can collect treasures and resources from crates, and repair artillery units, faster than a surgeon or priest.

The Papal States, are more "medieval" compared to other european civilizations. They have only spingardes and culverins as artillery units, and can spawn great cannons through the factory, or homecity shipments. They have merchants instead of villagers, and a special building called "Arengo" instead of Plantations. Merchants gather gold faster in the arengo than regular villagers do in plantations, and the gathering rate can be upgraded through the church.
Papal State player can build up to three churches, as they spawn an aura that lowers the enemy attacks on your base.
