The setup offers you two options at the beginning. While the standard option is "recommended", it only works for physical version owners and hence it can be safely ignored.
So your recommended procedure in fact is to 1) install the game via a digital store (e.g. Steam, GOG, whatever) and then 2) launch this installer, choose the second (upgrade) option and then (very important!) a few pages later manually point the path to the installed game. When the installer has finished, the work is done and you can start playing right away.

The XIII.ini will be created based on the Default.ini upon the first XIII launch.
You have a XIII version that differs from the supported ones for this installer. You should get the Steam or GOG version and then apply the patch via the "upgrade" option, or, if you really want to install using the version you currently own, search for "XIII 4 CD setup bug" or something like that; there's a workaround to bypass this bug if you carefully follow a few specific steps.
This sentence is based on a weird benchmark involving a server connection between two far distanced regions (I think Europe and Australia) which is unplayable (and hence discouraged) either way, pre- and post-patch. The warning basically says something like this: "Before the patch it had a ping of 200, now it's 210!"
On normal, realistical conditions (regional games, e.g. Europe-only) the gameplay becomes way more reliable and fluent after patching. But this case wasn't included in the benchmark, therefore the note in the article causes more confusion than anything and would be better to be deleted.
Please note that anyone can add content to the wiki with no regard for validation or relevancy. For example, the article also implies an FPS cap for some reason, whereas, in fact the patch doesn't include anything on that matter. It's capped anyway unless specific GPU settings for XIII.exe are done on the machine manually.
The resolution does change. Launch a game (single player or mulitplayer) to verify. The menu becomes smaller the higher the resolution.
Some people claim applying Windows XP SP3 compatibility on XIII.exe would have helped.
In fact this will be addressed in the next patch update, plus actual HD textures. A preview version of the coming features is available on the Official InsideXIII Discord.
Your machine doesn't seem to work in fullscreen for some reason. Try with dgVoodoo2 or DxWnd or something similar to emulate a fullscreen with a maximized window.
Press F11 to toggle between fullscreen and window mode.
Open up your XIII\System\XIII.ini and find following line:
StartupFullscreen=True
Change to
StartupFullscreen=False
To adapt screen resolution for windowed and fullscreen mode, edit these entries:
WindowedViewportX=800
WindowedViewportY=600
FullscreenViewportX=1920
FullscreenViewportY=1080
When it asks to remove the old XIII.ini, you should confirm. A new one will be created on game launch. After then, edit the new XIII.ini with Language=pot.
The menu mouse issue is fixed with the multiplayer patch applied (XIII+). To check that the patch is properly running, see for new text line on the bottom of the profile selection screen, indicating that it's the patched version.
Is it the Polish version from "Kolekcja Klasyki"? In that case, follow this tutorial on the old method to install XIII: Youtube.com
When done, apply the patch with the "upgrade" option, and set the language in XIII\System\XIII.ini to Polish ("Language=pot").

Open up XIII\System\XIII.ini in a text editor and set Language=int for English subtitles.
As for voices, in the XIII\System\DefUser.ini set SoundLanguage=English. Note that edits in the DefUser.ini require a new game profile to reflect them in-game.
Both releases are compatible with the patch, however, GOG provides cloud saving if that matters.
You can use dgVoodoo2 to stretch out a small in-game resolution (e.g. 1280x960) to your native screen resolution.
It shouldn't miss any unless the OS lacks some common redistributables or something.

If you press F2, it should display a command list. If it doesn't show initially, open up the ESC menu and close it back, then try F2 again. It should be visible now.
To apply the patch, you have to install it in the game's directory. For Steam, the default directory is something like "C:\Program Files (x86)\Steam\steamapps\common\XIII - Classic\".

When the installer asks for the path, verify it's pointed to the correct location, which normally should be "C:\Program Files (x86)\Steam\steamapps\common\XIII - Classic".
Open a multiplayer session, then press F2 for the console and the command list.
In case the list doesn't show up immediately, open and close the ESC menu and press F2 again. The list should be now visible.

No sequel, but an upcoming remake of the original by an other company and most likely a true continuation afterwards if the remake turns out to be selling well.
There's a community in the InsideXIII.com Discord where people meet up for multiplayer sessions and talk about the upcoming remake.
Use the installer with the "upgrade" option to patch up your XIII installation and it will have built-in multiplayer support.
Please make an image of your XIII discs and upload the files with a private link for me and I'll take a look.
The patch introduces three new shortcuts:
F3 - Show network settings (in multiplayer sesssions)
F4 - Show FPS
F11 - Toggle fullscreen/window
Open XIII\System\XIII.ini in an editor and search for
UseVSync=False
and turn it to True.
If the issue still occurs, try to force VSync in your actual graphics settings.
