This was definitely a problem with Shattered Alliances, I did replicate the bug without that mod enabled, odd, but it listed as a problem in SA forums. Sorry.

I meant the trek mod in that part. I will try downloading it from their sight though

I was using the star trek mod, though I tried without the mod turned on and had the same problem. all colonys generate negative money and the AI will declarer war without building ships, i was able to destroy other empire with just a hand full of bombers

I can't seem manage the economy, with this turned on both my empire and the AI just seem to loose money, and AI never wants to builds a fleet because of it.
