To get it otherwise to work is not to use Desura.
download the zipfile of TE

when downloaded, open it up and put the TE folder inside: (My documents\C&C3\mods)
if the "mods" folder does not exist then create it.
now open up steam. (do not start the game, just only the steam window at the library)
Right click mouse button on "C&C3" and then "properties".
then of the "general" tab, click "set launcher options"
all you need to fill in there is "-ui" (without "") press then OK.
Start up C&C3 from your steam. (or shortcut) it will open the launcher menu.
if you did everything correct:
- go to game browser.
- press the 'mods' tab
- select the mod you want to play.
- "LAUNCH GAME"
enjoy. this is the most stable way to start a mod on C&C3 with steam. (desura and steam, someone told me ones a way that worked. but is tricky to get done)
