if yes where is his bodyguard(3 guardsmen)
and why is he using magic to fight such undeveloped species like the eldar?
Imperial Guard can field a single Primaris Psyker as HQ unit.
And you can call the Eldar many things, but, even though I'm not a great fan of them myself, I think undeveloped is truly not one of these.

I'm not offended at all (as I said no Eldar fan here), it just doesn't fit them.
Undeveloped is what the Eldar would call the humans.
They may be a bunch of egoistic, arrogant, sissy space-elf witches, but they are clearly not undeveloped. ;)
