Who is he EXACTLY referring to?...
Most likely to Emperor or some group that was active then when he was set in stasis.
Rumour is that this is from when he is speaking to the Emperor when he reaches Terra.
How do you feel about Guilliman being resurrected?
How can he say that to a rotting corpse (Who is his father) that has been delaying the Inevitable for sooo long.

I mean seriously even right now Guilliman got revived by a bunch of hippie Eldars and he is angry about the fact the Imperium has become ****** to the point doing anything about it is akin to sitting on chair and rotting on it for 10,000 years xP
