Ultramar is basically a communist state - everyone works part of the day for themselves and part of the day for the Imperium; everyone wants to work together and not knife each other for their shinies; the major governance work is done by elected representatives who are regularly rostered...

The lore actually does dip into communism; fascism (the whole 'kill the mutant, racial purity, xenos are bad' bit), hardline capitalism; oligarchism and imperialism (oh no derr hey? I actually mean more like the Eldar and the Necrons, hordeing up power and money in the 'aristocracy'); colonialism and every other ism which was being thrown around in the 70s and 80s... really, there is NOTHING which didn't make it into the canon concerning social structures.
Putting that literature major to work here... aww yeah, nerd FTW XD
