well,to be honest, they Do control most stuff that brings about weather changes. Also,most of the stuff were stuff that you'll do when spring comes ANYWAY (clean snow of the roofs and fields,etc...). The animals in the Civilised part of equestria (Around ponyville,Canterlot etc.) can't really care for the selves. So why the don't bring spring, they Do prepate for it.
If we consider that MLP:FiM does indeed take place in a post-apocalyptic distant future, then it can be supposed that changing the seasons must be done manually (or magically), as the planet is in such a catastrophic state that its axial tilt and orbit have been altered.
What better, for spring to come by random and melt all snow and flood miles of land, or bring it yourself,On a schedule, minimizing casualties and damage? Controlling the weather also allows Farmers to maximize their production and help reduce the chance of failed or damaged crops.
