Traditionally they weren't... however we see them consistently popping up in-atmosphere nowadays. The Force Unleashed was one of the first to blatantly break canon in that regard. More recently we have Rogue One of course... as well as EA's Battlefront. Depends on how canon (with the exception of TFU and TFU2 of course) we consider the new stuff I suppose.
Before the canon reset, I always thought they were unable to land, but could operate in atmospheres without problem. The new canon certainly does this anyway, so there isn't much of a debate now.

Looks beautiful! Ahhh... so beautiful. But the canon-ist in me must iterate that Imperator/Imperial I's (or II's) were not low-atmosphere capable.
