I'm guessing this is a design made for the same contest as that previous Reaper Concept posted a few images ago.
I recall seeing that one on DeviantArt and he mentioned in the description it was for some sort of "design a reaper outcast contest". But I'm not sure.

Maybe it was an idea for a possible Reaper team member. Heh, that would have been uninspired xD
In ME(1) we fought geth. In ME2 we had a team member.
In ME2 we fought collectors( "reaper protheans") . In ME3 we had a prothean as team member.
Maybe in ME4, you wouldn't be all wrong.
Judging by the N7 insignia, I would tell this is human - no doubt about it.
Anyway, this is a really good work! :)
I never knew Humans had 4 arms and a tail? Or why else would the "Human" armour have those attached???
it could be a suit like the atlas mech. the little arms could be the persons actual arms and that might not be where the persons head goes up on the top.
As far as I know, N7 operatives are humans. I don't know for tail, but extra pair of arms could be pretty handy. :)
