Whatever your societies rules are, there will always be people that will find a way to abuse them or find loop holes
the lobbyists will always find/create loop holes, especially in capitalism
If wanted I am sure a good socialist constitution would erase that problem, but then again there will be always elites trying to expand their power/money in on any matter, yes because selfishness is widely spread and even taught in most capitalist societies (greed is good)
What about tackling the real issue: Greedy selfishness. Pretty much EVERY problem involving humans also involves greed. Particularly the short-sighted kind. For example, most corrupt politicians are doing it wrong: Why steal current resources dry when you can use them in a long term investment and then take 10x as many, and without it even being a noticeable loss.
You what else every problem involving humans, also involves?
Human agency.
The whole point of capitalism is to be a selfish ******* so saying it doesn't work because of that is incorrect.
