Wrong map. The correct picture is when all territories are under Great Estonia, Lithuania and Latvia's Fourth Reich.

I've discovered it because some Russian blog on LiveJournal (yes, Russians still use it) mentioned it in a "coolstory" (Russian memes FTW) as the first search result for "euroopan kartta" on google.fi. How scary! A child would see that it's a joke map, yet they used it for fear mongering.
